The agenda moved from AI experimentation to the trust and control mechanisms that let AI reach production. A few themes stood out.
1. AI governance is now a structural shift, not a footnote
In the opening keynote, Julien Rateau of Google Cloud argued that the unit of software cost is changing, from licenses and headcount to dynamic AI consumption measured in tokens. Because token use scales sharply with autonomy and a large share of every request is operational overhead, controlling AI spend has become a board-level concern. The competitive divide, he argued, will be decided not by who adopts AI first but by who manages its cost and governance with the most discipline.
2. The architecture is shifting from DX to AX
The keynote framed the move from designing for human developers to architecting for machine reasoning. That means exposing a governed layer of enterprise data and services that feeds an agent only the context it needs, providing tools built for machine consumption through standards like MCP and A2A, keeping traceable governance across agent decisions, and confining agent authority to a well-defined blast radius.
3. Apigee as the control point for agents
Google Cloud product managers Simon Lebrun and Scott Haaland walked through a decoupled architecture that separates tool exposure and governance, handled by Apigee, from agent execution. Apigee can turn existing REST APIs into MCP servers with no new code, while Agent Gateway and the broader AI Gateway policy set bring model safety, authentication, semantic caching, model routing, analytics, and token controls together. A new declarative YAML configuration lets practitioners define a full AI gateway policy in a few lines while preserving the enterprise controls IT requires.
4. Governance proven at real scale
The strongest part of the day was the customer TechTalks. The Department for Transport (Katherine Williamson) described moving from publishing data as files to delivering operational data as governed API services. THG Ingenuity (Abraham Ingersoll) covered scaling LLM-based retail commerce with security in mind. Lloyds Banking Group (Varsha Nogaja and Saranya Balaji) gave the most detailed account, tracing a multi-year Apigee journey now handling around 26 billion API calls a month across more than 1,500 production proxies, and made the point that AI increases dependence on APIs rather than reducing it.
5. Agent-to-agent governance is the hard problem
The Lloyds team was direct that cross-trust-domain agent communication needs more than connectivity. It requires verified identity, delegation validation, token mediation, policy-based authorization, and auditability. In their architecture, Apigee acts as the mandatory mediation layer at that boundary, with Agent Gateway securing the network boundary and Apigee governing the enterprise policy boundary across domains and clouds. A live deep-dive demo closed the day, with Google engineers running integrations in real time using Apigee, Skills, MCP, Agent Gateway, and the Gemini app.
